It was the 28-year-old Spaniard of the 11th and 10 Career title on clay. Medina Garrigues now holds the record for most clay-court titles among active players, overtaking Venus Williams, who has nine.
The fifth seeded Medina Garrigues won the tournament in 2001 and 2004-06.
The loss ended a nine-match winning streak for the seventh seeded Hercog, who won her maiden name, title in Sweden last week.
